A Taiwan-born American citizen has admitted selling nuclear information to China while he was a senior manager at the U.S. government's Tennessee Valley Authority, federal officials say.

Court records unsealed Friday show that Ching Ning Guey admitted traveling to China and receiving payments in return for handing over restricted information about U.S. nuclear technology. Federal officials who discussed the case indicated China is suspected of running a spy program to evade U.S. security precautions and collect high-tech information.

An indictment filed more than a year ago but kept secret charged Guey with one count of conspiracy to illegally participate in the development of nuclear material outside of the United States and one count of conspiracy to act as an agent of a foreign government. Prosecutors say he had been specifically warned not to share restricted nuclear information in advance of his trip to China.

Can we maybe consider not granting security clearances to foreign born nationals when we know that's exactly who China recruits? Or at least put travel restrictions on them?

    I had travel restrictions on me after I got off active duty in the Navy. I was not able to travel to any east block country. Courtney had towed ITASS, which was an experimental hydrophone system. I was involved in the navigational duties for the ship, which was the reason I was not allowed to travel to any east bloc country.
    If, I can be restricted simply because of the duties I had, I see no reason why anyone with access to restricted technology can’t be restricted in their travels.
    Another issue that needs to be dealt with is people having family connections to China being allowed access to secret materials. From articles I’ve read it seems that Chinese families are being threatened to get people here to betray the US. A friend who was a Chief Radioman, married to a Japanese woman, was denied promotion to Warrant Officer because he was married to a foreign national. How much more dangerous is it for a person to have family directly accessible to a communist regime engaged in espionage. FedGov has simply gone insane.

    How about the notion that the “communist bloc” through intermediaries and third party contacts have been gaining much knowledge while attending US university’s/colleges. Been rather intense for the past forty, or fifty years I believe.

    Yep! We’ve trained Chinese Nuke Engineers and they’ve gone home and improved their Nuke Subs. The Soviet Union never had natural Circulation reactors in their subs. The Red Chinese do, however. They go the knowledge from us. University Presidents are mainly concerned with filling seats with butts. The country can worry about itself later.
