    Siege Currency, that is, ISISs own currency could be created, other than that, there is always barter and right of requisition, that is, ISIS fighters being empowered to simply take what they require and everyone else trading.

    To be honest this looks like an honest to gods war crime, not that I have a problem with that, but if you are going to hit civillian targets, cash stockpiles make pretty poor choices.
